00:48

As you will all be aware, we are halfway

00:51

00:51

through our

00:52

00:52

significant

01:40

100.47,NaN

01:40

The next part of the puzzle

01:43

01:43

in our reforms uh is

01:46

01:46

to make sure that we give a

01:48

01:48

clear

01:49

01:49

timely and

01:52

01:52

complete analysis of a school's

01:54

01:54

performance to parents so that you can

01:57

01:57

really clearly see the strength of your

01:59

01:59

school and any areas there are for

02:01

02:01

improvement.

02:03

02:03

Now, every parent will tell you and the

02:05

02:05

parents in the room, you'll know this

02:06

02:06

because I've heard it for years and it

02:08

02:08

has been a bugbear of mine. The ERO

02:10

02:10

reports have been complex, they've been

02:12

02:12

difficult to understand and more often

02:14

02:14

than not parents will go to their

02:16

02:16

communities, they'll go to Facebook

02:17

02:17

they'll go to friends for that

02:18

02:18

information, which are all valuable

02:20

02:20

sources of information. But, a really

02:22

02:22

valuable source of information that has

02:24

02:24

been missing has been our Education

02:26

02:26

Review Office reports because they have

02:28

02:28

been difficult to understand, overly

02:30

02:30

complex and they didn't tell parents

02:33

02:33

what they needed to know. And if we are

02:35

02:35

serious about creating this

02:36

02:36

world-leading education system where

02:38

02:38

every child can reach their full

02:39

02:39

potential, we do need to be able to

02:41

02:41

celebrate the success of schools, but

02:43

02:43

also to be able to be open and honest

02:45

02:45

about where we need to improve. So

02:48

02:48

today I'm really proud to announce that

02:50

02:50

we have completely overhauled

02:52

02:52

the ERO reports which you have in front

02:54

02:54

of you. You will see that they are

02:56

02:56

clearer, easier to understand, they

02:59

02:59

provide more detail about what parents

03:01

03:01

want. And the reason that we're able to

03:03

03:03

do this is because ERO have worked very

03:05

03:05

closely co-designing these reports with

03:07

03:07

parents and with principals

03:09

03:09

understanding what it is that you want

03:11

03:11

to know about your local school.

03:14

03:14

Uh and it also allows us to have honest

03:16

03:16

conversations to understand where those

03:18

03:18

areas for improvement are so that school

03:20

03:20

boards know exactly what their focus

03:22

03:22

needs to be. And for the ministry, we

03:26

03:26

know in a very uh

03:27

03:27

uh targeted way where we can put

03:29

03:29

resource and where we need to put

03:30

03:30

resource. And as I said earlier, you uh

03:33

03:33

would have heard me say about all of the

03:35

03:35

resource that we're putting into the

03:36

03:36

school system, packages of resource.

03:38

03:38

Over the last 2 years I've announced uh

03:40

03:40

everything from literacy intervention

03:42

03:42

teachers to maths intervention teachers

03:44

03:44

to catch-up for uh young people who are

03:47

03:47

behind in their mathematics and behind

03:48

03:48

in their reading and all of those

03:49

03:49

resources.

03:51

03:51

With this clear, consistent

03:54

03:54

reporting across the country, we will be

03:55

03:55

able to target uh those resources and

03:59

03:59

that support to help schools with the

04:01

04:01

areas that they need to improve. So, as

04:03

04:03

a system, we can raise our performance

04:06

04:06

over time to make sure that your

04:07

04:07

children are getting access to a

04:09

04:09

world-leading education system, no

04:11

04:11

matter which school they are in.

04:15

04:15

So, as we move to this more structured

04:17

04:17

and consistent way of reporting, we can

04:19

04:19

target all those resources. And my

04:21

04:21

parent message to parents is that while

04:24

04:24

we will celebrate the strengths of

04:26

04:26

schools

04:27

04:27

we will continue to target that support

04:30

04:30

and resource in to ensure that areas for

04:33

04:33

improvement uh are able to be achieved

04:35

04:35

by schools across New Zealand. And a

04:38

04:38

really smart use of the targeting uh and

04:41

04:41

data and information that we have into

04:43

04:43

schools to get those resources to where

04:46

04:46

they are needed so that our young people

04:47

04:47

can reach reach their full potential.

04:51

04:51

Now, you will see from the documents

04:53

04:53

you've got in front of you, it looks

04:54

04:54

completely different compared to what we

04:57

04:57

had before, which was a wall of

04:58

04:58

information, uh which didn't really tell

05:01

05:01

you uh what you needed to know. You can

05:03

05:03

now see that there is a real clear uh

05:06

05:06

and easy-to-understand framework uh

05:09

05:09

and as Ruth will explain to you, ERO are

05:11

05:11

doing what they've always done. They've

05:12

05:12

not changed uh how they go into schools

05:15

05:15

and what they look at. What has changed

05:17

05:17

is the way they report it to you so you

05:19

05:19

can be really confident and engaged in

05:22

05:22

your child's learning because you know

05:23

05:23

exactly uh how your school is tracking

05:26

05:26

and what the areas for improvement are.

05:28

05:28

I'm just going to hand over to Ruth now

05:30

05:30

just to go through some of the some of

05:32

05:32

the detail uh in uh the new reporting

05:35

05:35

framework.

05:37

05:37

>> Thank you, Minister. And thanks everyone

05:38

05:38

for having us today. It is my absolute

05:40

05:40

pleasure to announce the biggest change

05:42

05:42

in ERO's school reporting we have done.

05:44

05:44

And we're doing this to achieve three

05:46

05:46

things. Firstly, so that parents can

05:49

05:49

understand how well their school's

05:51

05:51

doing, its strengths, and its areas for

05:53

05:53

improvement, and that they don't have to

05:55

05:55

decode education speak. Sometimes words

05:58

05:58

are clear to us, but not clear to

05:60

05:60

schools and parents. Um the second is so

06:03

06:03

that we can celebrate what schools do

06:04

06:04

well more clearly, and in particular

06:06

06:06

have a focus on progress. So schools

06:09

06:09

that are in challenging circumstances

06:10

06:10

are celebrated for the progress they

06:11

06:11

make from their students. And thirdly

06:14

06:14

as the minister just said, so we're very

06:16

06:16

clear about schools that are struggling

06:18

06:18

and why, and about their difficult

06:20

06:20

context they're working in, and about

06:21

06:21

the support they need.

06:23

06:23

So because of those three things, the

06:25

06:25

three changes we're making, and I'll

06:27

06:27

then take you through the detail, is

06:28

06:28

reports that parents can understand

06:31

06:31

really clearly setting out what the

06:32

06:32

school's great at, what it needs to work

06:34

06:34

on, and why. Um the second is

06:37

06:37

and we co-designed that with parents. Um

06:40

06:40

the second we've worked with principals

06:41

06:41

and they've said, "Could you untangle

06:43

06:43

achievement and progress and be much

06:44

06:44

clearer about the progress and the

06:46

06:46

context of the school?" And the third is

06:48

06:48

setting out practical next steps for

06:50

06:50

school leaders. The reason I'm so

06:52

06:52

excited is because as the minister said

06:55

06:55

the education review office is in

06:57

06:57

schools up and down the country every

06:59

06:59

day. We are parents' eyes and ears and

07:02

07:02

schools' eyes and ears on the ground. We

07:04

07:04

have 700 schools a year, so that's a

07:06

07:06

third of all schools we go to. We are

07:08

07:08

experts in knowing what works for

07:10

07:10

children and what things matter the most

07:13

07:13

for children's achievement. And now, we

07:15

07:15

can put all our knowledge in the hands

07:17

07:17

of parents, and that's really exciting

07:19

07:19

for me. So I'll just take you through a

07:21

07:21

little picture of what it looks like. So

07:23

07:23

here are some mocked up of our reports.

07:25

07:25

These will start in term two.

07:28

07:28

So as I said, we go to 700 schools a

07:30

07:30

year, so from term two, which is at the

07:31

07:31

end of April, every school that gets a

07:33

07:33

new review by ERO, that's where we go

07:35

07:35

in. We look at classes, we look at we

07:38

07:38

talk to parents. We're not changing what

07:39

07:39

we do, but we are changing how we report

07:42

07:42

it. And these will look like this. So

07:44

07:44

if we move into previously So

07:46

07:46

previously our reports were looked like

07:49

07:49

this. It's a lot of text. And the

07:51

07:51

minister asked, "Here, could you make

07:53

07:53

this understandable for parents?"

07:55

07:55

She was right. We went out and we talked

07:57

07:57

to parents up and down the country and

07:59

07:59

worked closely with a hundred who have

08:01

08:01

really clear.

08:02

08:02

For example, the word embedding, which

08:05

08:05

is one of our judgments, it means a lot

08:07

08:07

to us in education. Parents have no idea

08:10

08:10

what this word means. So, we've changed

08:12

08:12

it to doing well. So, the schools that

08:14

08:14

are doing well can tell their parents

08:16

08:16

and community they're doing well.

08:18

08:18

So, we've changed it from this, which

08:20

08:20

parents have told us consistently it

08:22

08:22

doesn't really tell them what they need

08:24

08:24

to know. And schools have said to us

08:26

08:26

"Because it brings things together, it

08:28

08:28

doesn't celebrate what schools are good

08:29

08:29

at and separate and understand their

08:31

08:31

context." So, in terms of what we're

08:33

08:33

moving towards we're moving to something

08:35

08:35

very simple, clear, useful, and

08:37

08:37

accessible for parents. We're still

08:39

08:39

using the same four-point judgment. And

08:41

08:41

we're still reporting on the same areas

08:43

08:43

but now we're setting them out in 14 key

08:46

08:46

areas that we know drive good outcomes

08:50

08:50

for students.

08:51

08:51

We give a summary at the beginning, so

08:53

08:53

you can see how your school overall is

08:55

08:55

doing. How many areas is it really

08:57

08:57

excelling at? How many areas is it good

08:59

08:59

at? And are there any areas it needs to

09:00

09:00

improve? So, as a parent, you can get a

09:03

09:03

quick glance of overall this is how my

09:04

09:04

school is doing.

09:06

09:06

But then parents have told us, if we

09:08

09:08

look at the next slide parents have told

09:10

09:10

us they actually are more interested in

09:12

09:12

the different areas. Because with their

09:14

09:14

children, they want to know, for

09:15

09:15

example, if their child's been bullied

09:16

09:16

previously, is this a school that is

09:18

09:18

good at engagement and well-being? If my

09:21

09:21

child's doing reading, is this a school

09:22

09:22

that's good at that? So, each of those

09:25

09:25

areas we just set out really clearly how

09:27

09:27

the school's doing and why in a

09:30

09:30

easy-to-understand way. These 14 areas

09:33

09:33

are based off evidence. We've always

09:36

09:36

looked at them because we know they're

09:37

09:37

what drives children's outcomes. They're

09:39

09:39

things like, obviously, reading

09:41

09:41

writing, maths, and attendance, but

09:43

09:43

they're also things which are important

09:45

09:45

for getting good student outcomes, like

09:46

09:46

good leadership, a really knowledge-rich

09:48

09:48

curriculum. So, that's what we measure

09:51

09:51

and we just put it out there.

09:52

09:52

And then, for those who are more

09:54

09:54

interested, and some parents are, and

09:56

09:56

for schools to find these reports

09:57

09:57

useful, we've still included a full

09:59

09:59

report, which sets out more detail about

10:02

10:02

the context and the why.

10:04

10:04

If a school's got something it's great

10:05

10:05

at, why is it great at it? If there's

10:07

10:07

something that's working on, what's it

10:09

10:09

working on and why? It's just a really

10:11

10:11

clear explanation with no jargon. Well

10:14

10:14

we've co-designed this with over 100

10:16

10:16

parents, and they've tested it. It was

10:17

10:17

amazing to watch the number of times

10:19

10:19

that we thought, "Well, that makes a lot

10:21

10:21

of sense." And the parents were like

10:22

10:22

"What does that mean?" So, what we've

10:24

10:24

tried to do is, and we will keep an eye

10:26

10:26

on, is make it really clear and easy to

10:29

10:29

understand.

10:31

10:31

Um, then we say clear steps. So, schools

10:33

10:33

we talked to, and we did work with

10:34

10:34

principals across said, "Often our

10:37

10:37

reports previously, they were confused

10:38

10:38

or uncertain about what to do next." And

10:41

10:41

because ERO spends a week reviewing a

10:43

10:43

school, it's that rich knowledge that we

10:45

10:45

can bring as a new person, a fresh pair

10:47

10:47

of eyes. And they actually said, "If

10:49

10:49

you're a fresh pair of eyes, could you

10:50

10:50

more clearly set out what you think we

10:52

10:52

should do?" And so, that's what we've

10:54

10:54

included in this report. It's really

10:56

10:56

clear steps that boards can look at and

10:59

10:59

go, "Okay, this is what my school most

11:00

11:00

needs to do from ERO, who are the

11:02

11:02

education experts."

11:04

11:04

And then lastly, we set out explainers.

11:07

11:07

On the next steps, if we go back one

11:10

11:10

the other thing is the minister said

11:12

11:12

"If we find a school that is struggling

11:14

11:14

on key elements, and they need support

11:16

11:16

we will say that. And we will say really

11:19

11:19

clearly what support the school needs.

11:22

11:22

Does it need some more um development on

11:24

11:24

literacy? Does it need some help with

11:25

11:25

its attendance management plan? We will

11:27

11:27

say it really clearly and precisely so

11:30

11:30

that that support can then come into

11:31

11:31

place and there isn't a delay.

11:34

11:34

So, that's what we're also shifting is

11:35

11:35

to be really clear what school support

11:37

11:37

do schools need if they need it so that

11:39

11:39

they can get the support they need.

11:41

11:41

And lastly, cuz it's we're really keen

11:43

11:43

that parents understand it, we have got

11:45

11:45

these little explainers. The reports

11:47

11:47

look like this. It's only about six

11:48

11:48

pages.

11:49

11:49

Um but we've also got a little explainer

11:51

11:51

for parents.

11:52

11:52

And next term, at the beginning of term

11:54

11:54

two, we will release a guide to schools

11:56

11:56

for parents, parents guide to schools

11:58

11:58

to help them more understand schools.

12:00

12:00

As the minister said, we know that

12:03

12:03

parents engagement in their students'

12:05

12:05

education makes a huge difference. It

12:07

12:07

makes a difference for the student. It

12:09

12:09

makes a difference for teachers and

12:11

12:11

teachers in this room know that. An

12:12

12:12

engaged parent helps the learning and it

12:14

12:14

makes a difference for the school. So

12:16

12:16

what we need to do as Education Review

Office is make sure that we're sharing

12:20

12:20

our knowledge so parents can engage in

12:22

12:22

their students' education.

12:24

12:24

So, yeah, that's a exciting day for us.

12:27

12:27

Um and I just wanted to thank the

12:29

12:29

hundred plus parents, the 12 schools

12:32

12:32

which let us practice on them, and the

12:34

12:34

many other principals who have

12:35

12:35

contributed to this work because we

12:37

12:37

would not be here, believe me, without

12:39

12:39

their contribution. Schools and parents

12:42

12:42

know best what will work for them. And

12:44

12:44

now we will have a a report that is more

12:46

12:46

fit for purpose for both parents and

12:48

12:48

schools. Thank you.

12:50

12:50

>> Excellent. Okay, thank you for the

12:52

12:52

explainer. I I guess overall, this is

12:55

12:55

really about good data and making sure

12:57

12:57

that we uh targeting resource to the

12:59

12:59

areas where we need it the most so that

13:01

13:01

we can raise uh

13:03

13:03

achievement standards across the board

13:05

13:05

and have that world-leading education

13:06

13:06

system

13:08

13:08

so that every child can reach their full

13:09

13:09

potential. And this is a really key

13:11

13:11

important part in that puzzle. And I'm

13:14

13:14

looking forward to seeing the first lot

13:15

13:15

of these reports come through at the

13:17

13:17

beginning of term two. Thank you very

13:19

13:19

much for coming and sharing today with

13:20

13:20

us.

>> Cuz no one's been in this space looking

13:54

13:54

at it from a Pacific lens and for

13:56

13:56

Pacific people

13:57

13:57

um it makes it really exciting, but also

13:60

14:00

we don't know and I guess until we look

14:03

14:03

at what this research has to show us.

14:06

14:06

>> So, just tell us a little more of the

14:09

the masters and and and public health
